1. MOTION TO REMOVE LOK SABHA SPEAKER TABLED AMID PARTISAN ALLEGATIONS

SUBJECT: POLITY

  • Removal Resolution: The Lok Sabha is set to take up a notice for a resolution seeking the removal of Speaker Om Birla. The notice, signed by over 118 Opposition MPs, cites “blatantly partisan” conduct and the repeated silencing of the Leader of the Opposition (LoP).
  • Constitutional Mandate: Under Article 94(c) of the Constitution, the Speaker can be removed by a resolution passed by a “majority of all the then members” of the House (Effective Majority).
  • Procedural Recusal: Per Article 96, the Speaker cannot preside over the House while a resolution for their removal is under consideration. He may, however, speak, participate in proceedings, and vote in the first instance (but not in the case of a tie).
  • Historical Precedent: If admitted, this marks only the fourth time in Indian history a Speaker has faced such a motion (previously G.V. Mavalankar in 1954, Hukam Singh in 1966, and Balram Jakhar in 1987). No Speaker has ever been successfully removed through this process.
