TNPSC MAINS ANSWEE WRITING – ANSWER – OCT 28

Examine the feasibility, hydrological benefits, and ecological concerns of the proposed Pamba-Achankovil-Vaippar and Godavari-Cauvery river linking projects.

INTRODUCTION The National Perspective Plan (NPP) formulated by the National Water Development Agency (NWDA) aims to transfer water from water-surplus basins to water-deficit basins. Under its Peninsular Rivers Component, the Pamba-Achankovil-Vaippar and Godavari-Cauvery river linking projects have been proposed to address chronic droughts and water scarcity in Southern India. While they offer a permanent structural solution to seasonal water distress, they must be critically examined on the parameters of technical-political feasibility, hydrological utility, and ecological sustainability.

1. PAMBA-ACHANKOVIL-VAIPPAR RIVER LINK PROJECT

This project envisages the diversion of 634 million cubic meters of water from the Pamba and Achankovil rivers in Kerala to the rain-shadow Vaippar basin in Tamil Nadu.

A. Feasibility

  • Political Bottlenecks: The feasibility is currently extremely low due to rigid inter-state disputes. The Kerala government strongly opposes the project, asserting that Pamba and Achankovil are intra-state rivers and possess no surplus water to share.
  • Financial & Structural Challenges: Constructing deep diversion canals and reservoirs across the rugged terrain of the Western Ghats demands heavy capital investment and complex engineering, raising questions about its cost-benefit ratio.

B. Hydrological Benefits

  • Irrigation for Rain-Shadow Regions: It will provide life-saving irrigation to the arid and drought-prone districts of Southern Tamil Nadu (such as Virudhunagar, Tuticorin, and Tenkasi) falling under the Vaippar basin.
  • Hydroelectric Power: The project’s structural design includes a hydroelectric component capable of generating up to 500 MW of peak power, which is promised to Kerala to meet its growing energy demands.

C. Ecological Concerns

  • Loss of Virgin Forests: The creation of three proposed reservoirs will submerge approximately 2,000 hectares of land in Kerala, of which nearly 1,400 hectares are pristine, virgin forests in the ecologically sensitive Western Ghats.
  • Estuarine Salinity: Diverting fresh water away from the Arabian Sea drainage system will reduce downstream freshwater flow, increasing salinity intrusion into Kerala’s estuaries and backwaters, severely impacting local fisheries.

2. GODAVARI-CAUVERY RIVER LINK PROJECT

This mega-project proposes the diversion of 247 tmcft of unutilized water from the Indravati sub-basin of the Godavari to the Cauvery river via a canal network connecting the Krishna (Nagarjunasagar) and Pennar (Somasila) basins.

A. Feasibility

  • Inter-State Consensus: Implementation solely depends on consensus among Andhra Pradesh, Telangana, Karnataka, and Tamil Nadu. Resolving the historical distrust regarding water allocation remains the primary hurdle.
  • Engineering Complexity: Unlike gravity-fed natural rivers, this project requires multi-stage heavy water lifting (especially up to Nagarjunasagar Dam), making it highly energy-intensive and financially burdensome to maintain.

B. Hydrological Benefits

  • Drought-proofing the “Garden of the South”: The project will supply much-needed water to the heavily disputed and water-stressed Cauvery delta, stabilizing the agricultural economy of Tamil Nadu.
  • Command Area Expansion: It promises to create assured irrigation facilities for roughly 3.45 to 5.04 lakh hectares across Prakasam, Nellore, Guntur, and Chittoor districts of Andhra Pradesh, while simultaneously recharging heavily depleted groundwater aquifers along the canal routes.

C. Ecological Concerns

  • Bio-invasion & Loss of Endemism: Connecting distinct river ecosystems poses a massive threat to endemic biodiversity. For example, exotic and carnivorous fish (like Piranhas) currently found in the Godavari can invade the Krishna and Cauvery basins, decimating native fish populations and destroying local fishing economies.
  • Disruption of Delta Formation: Flooding and unimpeded water flow are crucial for transporting silt to river deltas. Diverting “surplus” floodwaters alters natural geo-features and degrades the fertility of the delta regions over time.
  • Habitat Fragmentation: Constructing a massive 1,200+ km canal network involves large-scale deforestation, carbon footprint escalation, and the fragmentation of terrestrial wildlife corridors.

CONCLUSION While river interlinking projects like the Pamba-Achankovil-Vaippar and Godavari-Cauvery links hold immense potential to balance regional water inequalities and boost agricultural productivity, they are not absolute panaceas. Viewing river floodwaters merely as “surplus” ignores the vital ecological services these waters provide.

Way Forward: The government must prioritize rigorous, independent Ecological and Social Impact Assessments (EIA & SIA). Concurrently, resolving inter-state water disputes through the Inter-State River Water Disputes Act and focusing on decentralized water management—such as watershed development, micro-irrigation, and intra-state linking—should be adopted to ensure a sustainable balance between development and nature.
