NATIONAL LEGAL SERVICES DAY

Why in News?
The National Legal Services Day (NLSD) is celebrated on 9th November every year to spread awareness for ensuring reasonable fair and justice procedure for all citizens.
About National Legal Services Day:
- NLSD was first started by the Supreme Court of India in 1995 to provide help and support to poor and weaker sections of the society.
- Free legal services are provided in matters before Civil, Criminal and Revenue Courts, Tribunals or any other authority exercising judicial or quasi judicial functions.
- It is observed to make the citizens of the country aware of the various provisions under the Legal Services Authorities Act and the rights of the litigants. On this day, each jurisdiction organizes legal aid camps, Lok adalats, and legal aid programmes.
Objectives of Legal Services Authorities:
- Provide free legal aid and advice.
- Spread legal awareness.
- Organise lok adalats.
- Promote settlements of disputes through Alternative Dispute Resolution (ADR) Mechanisms. Various kinds of ADR mechanisms are Arbitration, Conciliation, Judicial settlement including settlement through Lok Adalat, or Mediation.
- Provide compensation to victims of crime.
Legal Services Institutions for providing Free Legal Services:
National Level:
National Legal Services Authority (NALSA). It was constituted under the Legal Services Authorities Act, 1987. The Chief Justice of India is the Patron-in-Chief.
State Level:
State Legal Services Authority. It is headed by the Chief Justice of the State High Court who is its Patron-in-Chief.
District Level
District Legal Services Authority. The District Judge of the District is its ex-officio Chairman.
Persons Eligible for Getting Free Legal Services:
- Women and children
- Members of SC/ST
- Industrial workmen
- Victims of mass disaster, violence, flood, drought, earthquake, industrial disaster.
- Disabled persons
- Persons in custody
- Those persons who have annual income of less than the amount prescribed by the respective State Government, if the case is before any court other than the Supreme Court, and less than Rs. 5 Lakhs, if the case is before the Supreme Court.
- Victims of Trafficking in Human beings or begar.
INTERNATIONAL SOLAR ALLIANCE

Why in News?
The Prime Minister welcomed United States of America to International Solar Alliance.
About International Solar Alliance (ISA)
- The International Solar Alliance is an alliance of 121 countries initiated by India, most of them being sunshine countries, which lie either completely or partly between the Tropic of Cancer and the Tropic of Capricorn.
- The primary objective of the alliance is to work for efficient consumption of solar energy to reduce dependence on fossil fuels.
- The initiative was launched by Prime Minister Narendra Modi at the India Africa Summit, and a meeting of member countries ahead of the 2015 United Nations Climate Change Conference in Paris in November 2015.
- The Headquarters of ISA is in Gurugram, Haryana, India.
- The Purpose of ISA is Bring together a group of nations to endorse clean energy, sustainable environment, public transport and climate
- The membership of ISA is applicable to all UN Members.
- The alliance is a treaty-based inter-governmental organization.
- Countries that do not fall within the Tropics can join the alliance and enjoy all benefits as other members, with the exception of voting rights.
- After the United Nations, it is the largest grouping of states world-wide.
- The framework agreement of the International Solar Alliance opened for signatures in Marrakech, Morocco in November 2016, and 200 countries have joined.
MEMBER OF PARLIAMENT LOCAL AREA DEVELOPMENT SCHEME

Why in News?
The Union Cabinet has approved the restoration and continuation of Member of Parliament Local Area Development Scheme (MPLADS) during the remaining part of Financial Year 2021-22 and up to Financial Year 2025-26 co-terminus with the period of 15th Finance Commission.
About the Scheme:
MPLADS is an ongoing Central Sector Scheme which was launched in 1993-94. The Scheme enables the Members of Parliament to recommend works for creation of durable community assets based on locally felt needs to be taken up in their constituencies in the area of national priorities namely drinking water, education, public health, sanitation, roads etc.
Nodal Ministry:
The Ministry of Statistics and Programme Implementation has been responsible for the policy formulation, release of funds and prescribing monitoring mechanism for implementation of the Scheme.
Features
- The annual MPLADS fund entitlement per MP constituency is Rs. 5 crore.
- MPs are to recommend every year, works costing at least 15 per cent of the MPLADS entitlement for the year for areas inhabited by Scheduled Caste population and 7.5 per cent for areas inhabited by S.T. population.
- In order to encourage trusts and societies for the betterment of tribal people, a ceiling of Rs. 75 lakh is stipulated for building assets by trusts and societies subject to conditions prescribed in the scheme guidelines.
- Lok Sabha Members can recommend works within their Constituencies and Elected Members of Rajya Sabha can recommend works within the State of Election (with select exceptions).
- Nominated Members of both the Rajya Sabha and Lok Sabha can recommend works anywhere in the country.
- All works to meet locally felt infrastructure and development needs, with an emphasis on creation of durable assets in the constituency are permissible under MPLADS as prescribed in the scheme guidelines.
- Expenditure on specified items of non durable nature are also permitted as listed in the guidelines.
Release of Funds:
- Funds are released in the form of grants in-aid directly to the district authorities.
- The funds released under the scheme are non-lapsable.
- The liability of funds not released in a particular year is carried forward to the subsequent years, subject to eligibility.
Execution of works:
- The MPs have a recommendatory role under the scheme. They recommend their choice of works to the concerned district authorities who implement these works by following the established procedures of the concerned state government.
- The district authority is empowered to examine the eligibility of works sanction funds and select the implementing agencies, prioritise works, supervise overall execution, and monitor the scheme at the ground level.
E-AMRIT

Why in News?
India launched ‘E-Amrit’, a web portal on electric vehicles (EVs), at the ongoing COP26 Summit in Glasgow, UK.
Details:
- E-Amrit is a one-stop destination for all information on electric vehicles—busting myths around the adoption of EVs, their purchase, investment opportunities, policies, subsidies, etc.
- The portal has been developed and hosted by NITI Aayog under a collaborative knowledge exchange programme with the UK government and as part of the UK–India Joint Roadmap 2030, signed by the Prime Ministers of the two countries.
- E-Amrit intends to complement initiatives of the government on raising awareness on EVs and sensitizing consumers on the benefits of switching to electric vehicles.
- In the recent past, India has taken many initiatives to accelerate the decarbonisation of transport and adoption of electric mobility in the country. Schemes such as FAME and PLI are especially important in creating an ecosystem for the early adoption of EVs.
- NITI Aayog intends to add more features and introduce innovative tools to make the portal more interactive and user-friendly.
