MP Local Area Development Scheme


Context:

At a time when MPs have been asking for an increase in the MP Local Area Development Scheme (MPLADS) fund, the Union Finance Ministry has ordered revised rules, under which the interest that the fund accrues will be deposited in the Consolidated Fund of India.

About the Scheme:

MPLADS is an ongoing Central Sector Scheme which was launched in 1993-94.  The Scheme enables the Members of Parliament to recommend works for creation of durable community assets based on locally felt needs to be taken up in their constituencies in the area of national priorities namely drinking water, education, public health, sanitation, roads etc.

Nodal Ministry:

The Ministry of Statistics and Programme Implementation has been responsible for the policy formulation, release of funds and prescribing monitoring mechanism for implementation of the Scheme.

Features

  • The annual MPLADS fund entitlement per MP constituency is Rs. 5 crore.
  • MPs are to recommend every year, works costing at least 15 per cent of the MPLADS entitlement for the year for areas inhabited by Scheduled Caste population and 7.5 per cent for areas inhabited by S.T. population.
  • In order to encourage trusts and societies for the betterment of tribal people, a ceiling of Rs. 75 lakh is stipulated for building assets by trusts and societies subject to conditions prescribed in the scheme guidelines.
  • Lok Sabha Members can recommend works within their Constituencies and Elected Members of Rajya Sabha can recommend works within the State of Election (with select exceptions).
  • Nominated Members of both the Rajya Sabha and Lok Sabha can recommend works anywhere in the country.
  • All works to meet locally felt infrastructure and development needs, with an emphasis on creation of durable assets in the constituency are permissible under MPLADS as prescribed in the scheme guidelines.
  • Expenditure on specified items of non durable nature are also permitted as listed in the guidelines.

Release of Funds:

  • Funds are released in the form of grants in-aid directly to the district authorities.
  • The funds released under the scheme are non-lapsable.
  • The liability of funds not released in a particular year is carried forward to the subsequent years, subject to eligibility.

Execution of works:

  • The MPs have a recommendatory role under the scheme. They recommend their choice of works to the concerned district authorities who implement these works by following the established procedures of the concerned state government.
  • The district authority is empowered to examine the eligibility of works sanction funds and select the implementing agencies, prioritise works, supervise overall execution, and monitor the scheme at the ground level.


Tropical Cyclone Asani


Context:

Severe cyclonic storm ‘Asani’, packing winds above 105 kmph and setting off heavy rain, is likely to make landfall on the eastern coast of India.

What are Tropical Cyclones?

  • The Tropical Cyclones are violent storms that originate over oceans in tropical areas and move over to coastal areas bringing about large-scale destruction caused by violent winds, very heavy rainfall and storm surges.
  • These are low pressure weather systems in which winds equal or exceed speeds of 62kmph.
  • Winds circulate around in anti-clockwise direction in the Northern Hemisphere and in clockwise direction in the Southern Hemisphere.
  • “Tropical” refers to the geographical origin of these systems, which form almost exclusively over tropical seas.
  • “Cyclone” refers to their winds moving in a circle, whirling round their central clear eye, with their winds blowing counter clockwise in the Northern Hemisphere and clockwise in the Southern Hemisphere.
  • The opposite direction of circulation is due to the Coriolis effect.

Tropical Cyclones in India

  • Tropical cyclones striking India generally originate in the eastern side of India.
  • Bay of Bengal is more prone to cyclone than Arabian Sea because it gets high sea surface temperature, low vertical shear winds and has enough moisture in middle layers of its atmosphere.
  • The frequency of cyclones in this region is bi-modal, i.e., Cyclones occur in the months of May–June and October–November.

Conditions for cyclone formation:

  • A warm sea surface (temperature in excess of 26o –27o C) and associated warming extending up to a depth of 60m with abundant water vapour.
  • High relative humidity in the atmosphere up to a height of about 5,000 metres.
  • Atmospheric instability that encourages the formation of cumulus clouds.
  • Low vertical wind between the lower and higher levels of the atmosphere that do not allow the heat generated and released by the clouds to get transported from the area.
  • The presence of cyclonic vorticity (rate of rotation of air) that initiates and favours rotation of the air cyclonically.
  • Location over the ocean, at least 4–5 o latitude away from the equator.

How are Tropical Cyclones Formed?

  1. Tropical cyclones typically form over large bodies of relatively warm water. Warm water > Evaporation > Rising up of air > Low Pressure area.
  2. They derive their energy through the evaporation of water from the ocean surface, which ultimately re-condenses into clouds and rain when moist air rises and cools to saturation.
  3. Water takes up heat from the atmosphere to change into vapour.
  4. When water vapour changes back to liquid form as raindrops, this heat is released to the atmosphere.
  5. The heat released to the atmosphere warms the air around.
  6. The air tends to rise and causes a drop in the pressure.
  7. More air rushes to the centre of the storm.
  8. This cycle is repeated.

Why tropical cyclones don’t form in the eastern tropical oceans?

  • The depth of warm water (26-27°C) should extend for 60-70 m from surface of the ocean/sea, so that deep convection currents within the water do not churn and mix the cooler water below with the warmer water near the surface.
  • The above condition occurs only in western tropical oceans because of warm ocean currents (easterly trade winds pushes ocean waters towards west) that flow from east towards west forming a thick layer of water with temperatures greater than 27°C. This supplies enough moisture to the storm.
  • The cold currents lower the surface temperatures of the eastern parts of the tropical oceans making them unfit for the breeding of cyclonic storms.
  • ONE EXCEPTION: During strong El Nino years, strong hurricanes occur in the eastern Pacific. This is due to the accumulation of warm waters in the eastern Pacific due to weak Walker Cell.

Names of Tropical Cyclones

Depending on its location and strength, a tropical cyclone is referred to by different names:

  1. Cyclones in the Indian Ocean
  2. Hurricanes in the Atlantic
  3. Typhoons in the Western Pacific and the South China Sea
  4. Willy-willies in Western Australia

Structure of the tropical cyclone

Tropical cyclones are compact, circular storms, generally some 320 km (200 miles) in diameter, whose winds swirl around a central region of low atmospheric pressure. The winds are driven by this low-pressure core and by the rotation of Earth, which deflects the path of the wind through a phenomenon known as the Coriolis force. As a result, tropical cyclones rotate in a counter clockwise (or cyclonic) direction in the Northern Hemisphere and in a clockwise (or anticyclonic) direction in the Southern Hemisphere.

  1. The Eye: A characteristic feature of tropical cyclones is the eye, a central region of clear skies, warm temperatures, and low atmospheric pressure. Typically, atmospheric pressure at the surface of Earth is about 1,000 millibars.
  2. The Eyewall: The most dangerous and destructive part of a tropical cyclone is the eyewall. Here winds are strongest, rainfall is heaviest, and deep convective clouds rise from close to Earth’s surface to a height of 15,000 metres.
  3. Rainbands: These bands, commonly called rainbands, spiral into the centre of the storm. In some cases the rainbands are stationary relative to the centre of the moving storm, and in other cases they seem to rotate around the centre.
Landfall, what happens when a Cyclone reaches land from the ocean?
  • Tropical cyclones dissipate when they can no longer extract sufficient energy from warm ocean water.
  • A storm that moves over land will abruptly lose its fuel source and quickly lose intensity.

Cyclone Management in India

India is highly vulnerable to natural disasters especially cyclones, earthquakes, floods, landslides, and drought. Natural disasters cause a loss of 2% of GDP every year in India. According to the Home ministry, 8% of total area in India is prone to cyclones. India has a coastline of 7,516 km, of which 5,700 km are prone to cyclones of various degrees.

  • Loss due to cyclones: Loss of lives, livelihood opportunities, damage to public and private property and severe damage to infrastructure are the resultant consequences, which can disrupt the process of development
  • Indian Meteorological Department (IMD) is the nodal agency for early warning of cyclones and floods.
  • Natural Disaster Management Authority is mandated to deal with the disaster management in India. It has prepared National Guidelines on Management of Cyclone.
  • National Cyclone Risk Mitigation Project (NCRMP) was launched by Home ministry to upgrade the forecasting, tracking and warning about cyclones in states.
  • National Disaster Response Force (NDRF) has done a commendable performance in rescuing and managing relief work.
  • National Disaster Response Reserve (NDRR)– a fund of 250 crores operated by NDRF for maintaining inventory for an emergency situation.
  • In 2016, a blueprint of National Disaster Management Plan was unveiled to tackle disaster. It provides a framework to deal with prevention, mitigation, response and recovery during a disaster. According to the plan, Ministry of earth science will be responsible for disaster management of cyclone. By this plan, India joined the list of countries which follow the Sendai Framework for Disaster Risk Reduction 2015-2030.
  • Due to increased awareness and tracking of Cyclone, the death toll has been reduced substantially. For example, Very severe cyclone Hudhud and Phailin claimed lives of around 138 and 45 people respectively, which might have been more. It was reduced due to the early warning and relocation of the population from the cyclone-hit areas. Very severe cyclone Ockhi claimed many lives of people in Tamil Nadu and Kerala. This was due to the unprecedented change in the direction of the cyclone.
  • But the destruction of infrastructure due to cyclonic hit is not been reduced which leads to increase in poverty due to the economic weakening of the affected population.


PMJJBY, PMSBY and APY

Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY)

  • Scheme: PMJJBY is a one-year life insurance scheme renewable from year to year offering coverage for death due to any reason.
  • Eligibility: Individuals in the age group of 18-50 years having a savings bank or a post office account are entitled to enroll under the scheme. People who join the scheme before completing 50 years of age can continue to have the risk of life covered up to age of 55 years upon payment of premium.
  • Benefits: Life cover of Rs. 2 Lakh in case of death due to any reason against a premium of Rs. 330/- per annum.
  • Enrolment: Enrolments under the scheme can be done by visiting the branch/ BC point or website of the bank of the account holder or at the post office in case of post office savings bank account.  The premium under the scheme is auto debited every year from the subscriber’s bank account based on a one-time mandate from the account holder.
  • Achievements: As on 27.04.2022, the cumulative enrolments under the scheme have been more than 12.76 crore and an amount of Rs. 11,522 crore has been paid for 5,76,121 claims.

Pradhan Mantri Suraksha Bima Yojana (PMSBY)

  • Scheme: PMSBY is a one-year accidental insurance scheme renewable from year to year offering coverage for death or disability due to accident.
  • Eligibility: Individuals in the age group of 18-70 years having a savings bank or a post office account are entitled to enroll under the scheme.
  • Benefits: Accidental death cum disability cover of Rs.2 lakh (Rs.1 lakh in case of partial disability) for death or disability due to an accident.
  • Enrolment: Enrolment under the scheme can be done by visiting the branch/ BC point or website of the bank of the account holder or at the post office in case of post office savings bank account.  The premium under the scheme is auto debited every year from the subscriber’s bank account based on a one-time mandate from the account holder.
  • Achievements: As on 27.04.2022, the cumulative enrolments under the scheme have been more than 28.37 crore and an amount of Rs. 1,930 crore has been paid for 97,227 claims.

Atal Pension Yojana (APY)

  • Background: The Atal Pension Yojana (APY) was launched to create a universal social security system for all Indians, especially the poor, the under-privileged and the workers in the unorganised sector. It is an initiative of the Government to provide financial security and cover future exigencies for the people in the unorganized sector. APY is administered by Pension Fund Regulatory and Development Authority (PFRDA) under the overall administrative and institutional architecture of the National Pension System (NPS).
  • Eligibility: APY is open to all bank account holders in the age group of 18 to 40 years and the contributions differ, based on pension amount chosen.
  • Benefits: Subscribers would receive the guaranteed minimum monthly pension of Rs. 1000 or Rs. 2000 or Rs. 3000 or Rs. 4000 or Rs. 5000 at the age of 60 years, based on the contributions made by the subscriber after joining the scheme.
  • Disbursement of the Scheme Benefits: The monthly pension is available to the subscriber, and after him to his spouse and after their death, the pension corpus, as accumulated at age 60 of the subscriber, would be returned to the nominee of the subscriber.
  • In case of premature death of subscriber (death before 60 years of age), spouse of the subscriber can continue contribution to APY account of the subscriber, for the remaining vesting period, till the original subscriber would have attained the age of 60 years.
  • Contribution by Central Government: The minimum pension would be guaranteed by the Government, i.e., if the accumulated corpus based on contributions earns a lower than estimated return on investment and is inadequate to provide the minimum guaranteed pension, the Central Government would fund such inadequacy. Alternatively, if the returns on investment are higher, the subscribers would get enhanced pensionary benefits.
  • Payment frequency: Subscribers can make contributions to APY on monthly/ quarterly / half-yearly basis.
  • Withdrawal from the Scheme: Subscribers can voluntarily exit from APY subject to certain conditions, on deduction of Government co-contribution and return/interest thereon.
  • Achievements: As on 27.04.2022 more than 4 crore individuals have subscribed to the scheme.


Green Manure


Context:

The Punjab state agriculture department is promoting the cultivation of green manure these days as Punjab Agro is providing subsidy on the seed at the rate of Rs 2,000 per quintal, which costs Rs 6,300 per quintal without subsidy.

What is green manure?

  • Green manures are crops grown specifically for maintaining soil fertility and structure.
  • They are normally incorporated back into the soil, either directly, or after removal and composting.
  • There are three main varieties of green manure, including Dhaincha, Cowpea, Sunhemp.
  • Also some crops such as summer moong, mash pulses and guar act as green manure.
  • Green manure varieties are incorporated into the soil when the crop is 42-56 days old.
  • Pulses crops are incorporated in soil after plucking of beans after 60 days.
  • Green manure must be leguminous in nature, bear maximum nodules on its roots to fix large amount of atmospheric nitrogen in the soil.

How does it benefit the soil and crop?

  • It helps in enhancing the organic matter in the soil, meets the deficiency of the micronutrients and reduces the consumption of the inorganic fertilisers etc.
  • It is a good alternative to the organic manure and it conserves the nutrients, adds nitrogen and stabilises the soil structure.
  • It decomposes rapidly and liberates large quantities of carbon dioxide and weak acids, which act on insoluble soil minerals to release nutrients for plant growth.
  • Also, it contains 15 to 18 quintals of dry matter, which also contains phosphorus, potassium, zinc, copper, iron and manganese, per acre and 20 to 40kg per acre of nitrogen.


Rocket-Propelled Grenade

The Rocket-Propelled Grenade (RPG) attack on the Punjab Police’s Intelligence headquarters in Mohali has brought the weapon into focus.

What is the Rocket-Propelled Grenade (RPG)?

  • The RPG is a weapon of Soviet origin, and its initials stand for Rucknoy Peotivotankovvy Granaromyot, which roughly translated means a handheld anti-tank grenade launcher.
  • It is a portable, shoulder fired weapon, which is easy to operate and can cause widespread damage whether used in an anti-personnel mode, against armoured vehicles or against buildings.
  • There are different versions of the RPG which are designed as per the usage of the weapon with varying capacity of the warhead, effective range and penetration levels.

What are the origins of the RPG?

  • The origins of RPG lie in the various conflicts that have taken place in modern military warfare, dating back to World War I.
  • There have been various such handheld weapons developed by western military powers, but the most prolific of these has been the RPG, which has made its presence felt in almost every major insurgency or terrorism-affected region in the world.
  • The Soviet-origin RPGs have been used extensively in the Vietnam conflict as well as in conflicts in Afghanistan, Somalia, Syria, Iraq and even closer home, in Jammu and Kashmir. Security forces in J&K have, in the past, recovered RPGs from slain terrorists, and have also found evidence of its use.

Can such weapons be easily procured by terrorists?

  • There is a thriving illicit market for Soviet-origin weapons like the RPG, which are still in circulation worldwide. Such weapons are not difficult to procure by arms smugglers, and these then find their way to terrorist organisations.
  • Eastern European countries, especially those from the former Soviet Union bloc, are well known markets for the sale and purchase of these weapons.
  • Many intelligence agencies of countries which want to build in an element of deniability in their distribution of weaponry to terrorist organisations in other countries also resort to purchase of such weapons through non-traceable routes
