China-Pakistan Economic Corridor Authority


Context:

Recently, China gave nod to Pakistan’s decision to scrap the China-Pakistan Economic Corridor (CPEC) Authority amid reports of growing rift between the all-weather friends over the slow pace of the USD 60 billion project.

About CPEC Authority

  • A 2019 ordinance formed the China-Pakistan Economic Corridor (CPEC) Authority.
  • Its objectives included quickening the speed of CPEC-related initiatives, identifying fresh sources of growth, and releasing the potential of global value chains and interconnected production networks through regional and international connections.

Reasons for Suspension:

  • Protests against the Pakistan Army in Gilgit Baltistan, which is occupied by Pakistan, have increased recently because of land disputes.
  • The army’s “land grabbing” rampage in the name of CPEC has incensed the local populace.
  • The Baloch Liberation Army (BLA), which opposed Chinese investments in Balochistan, carried out a suicide attack in Karachi University in April 2022 that resulted in the deaths of three Chinese.
  • According to reports, China is pressuring Pakistan to allow Chinese agencies to provide protection for its people, but Islamabad is reportedly objecting because it would mean Chinese armed troops would have boots on the ground.
  • Due to the previous administration’s modification of taxation policy in contravention of pledges made to China, the CPEC projects were also experiencing delays.

What is the China–Pakistan Economic Corridor (CPEC)?

  • China–Pakistan Economic Corridor (CPEC) is a collection of infrastructure projects that are under construction throughout Pakistan since 2013.
  • CPEC is intended to rapidly upgrade Pakistan’s required infrastructure and strengthen its economy by the construction of modern transportation networks, numerous energy projects, and special economic zones.
  • On 13 November 2016, CPEC became partly operational when Chinese cargo was transported overland to Gwadar Port for onward maritime shipment to Africa and West Asia.
  • A vast network of highways and railways are to be built under the aegis of CPEC that will span the length and breadth of Pakistan.
  • CPEC passes through the disputed region of Kashmir where Indian and Pakistani border guards have occasionally exchanged fire across the Line of Control. The Government of India, which shares tense relations with Pakistan, objects to the CPEC project as upgrade works to the Karakoram Highway are taking place in Gilgit Baltistan; territory that India claims as its own.

What is Belt and Road Initiative (BRI)?

  • One Belt One Road (OBOR), also called the Belt and Road Initiative (BRI), the brainchild of Chinese President Xi Jinping, is an ambitious economic development and commercial project that focuses on improving connectivity and cooperation among multiple countries spread across the continents of Asia, Africa, and Europe spanning about 78 countries.
  • Initially announced in the year 2013 with the purpose of restoring the ancient Silk Route that connected Asia and Europe.
  • The project involves building a big network of roadways, railways, maritime ports, power grids, oil and gas pipelines, and associated infrastructure projects.
  • The project covers two parts. The first is called the “Silk Road Economic Belt,” which is primarily land-based and is expected to connect China with Central Asia, Eastern Europe, and Western Europe.
  • The second is called the “21st Century Maritime Silk Road,” which is sea-based and is expected to will China’s southern coast to the Mediterranean, Africa, South-East Asia, and Central Asia.
  • Landlocked Nepal has recently joined OBOR by signing a deal that will help it improve cross-border connectivity with China, and Pakistan is set to benefit from the $46 billion China Pakistan Economic Corridor (CPEC) that will connect southwestern China to and through Pakistan, allowing access to Arabian Sea routes.

Chabahar Port


Context:

After months of what appeared to be a “go-slow”, the Union government has revved up its interest in using Iran’s Chabahar port to connect to Afghanistan and Central Asia for trade.

The Chabahar Port and its benefits for India

  • The Chabahar Port is Located on the Gulf of Oman and is the only oceanic port of the country.
  • With this, India can bypass Pakistan in transporting goods to Afghanistan.
  • It will also boost India’s access to Iran, the key gateway to the International North-South Transport Corridor that has sea, rail and road routes between India, Russia, Iran, Europe and Central Asia.
  • It also helps India counter Chinese presence in the Arabian Seawhich China is trying to ensure by helping Pakistan develop the Gwadar port. Gwadar port is less than 400 km from Chabahar by road and 100 km by sea.
  • With Chabahar port being developed and operated by India, Iran also becomes a military ally to India. Chabahar could be used in case China decides to flex its navy muscles by stationing ships in Gwadar port to reckon its upper hand in the Indian Ocean, Persian Gulf and Middle East.
  • Trade benefits: With Chabahar port becoming functional, there will be a significant boost in the import of iron ore, sugar and rice to India. The import cost of oil to India will also see a considerable decline. India has already increased its crude purchase from Iran since the West imposed ban on Iran was lifted.
  • From a diplomatic perspective, Chabahar port could be used as a point from where humanitarian operations could be coordinated.

What is India’s strategic vision for Chabahar?

  • When the first agreement for Chabahar was signed by then Prime Minister Atal Bihari Vajpayee in 2003, the plan had a three-fold objective:
    • To build India’s first offshore port and to project Indian infrastructure prowess in the Gulf;
    • To circumvent trade through Pakistan, given the tense ties with India’s neighbour and build a long term, sustainable sea trade route;
    • To find an alternative land route to Afghanistan, which India had rebuilt ties with after the defeat of the Taliban in 2001.
  • Subsequently, Prime Minister Manmohan Singh’s government constructed the Zaranj -Delaram Highway in Afghanistan’s South, which would help connect the trade route from the border of Iran to the main trade routes to Herat and Kabul, handing it over to the Karzai government in 2009.
  • In 2016, Prime Minister Narendra Modi travelled to Tehran and signed the agreement to develop Chabahar port, as well as the trilateral agreement for trade through Chabahar with Afghanistan’s President Ashraf Ghani.
  • Since the India Ports Global Chabahar Free Zone (IPGCFZ) authority took over the operations of the port in 2018, it has handled 215 vessels, 16,000 TEUs (Twenty-foot Equivalent Units) and four million tons of bulk and general cargo, the government said in Parliament last month.
  • In the last few years, a fourth strategic objective for the Chabahar route has appeared, with China’s Belt and Road Initiative making inroads in the region.
    • The government hopes to provide Central Asia with an alternate route to the China-Pakistan Economic Corridor (CPEC) through Iran for future trade.

What is INSTC?

  • India, Iran, and Russia initially agreed to the International North-South Transport Corridor (INSTC) project in 2000 in St. Petersburg; ten additional central Asian and west Asian nations have since joined as observers: Azerbaijan, Armenia, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkey, Ukraine, Belarus, Oman, Syria, and Bulgaria.
  • Although they are not signatories to the INSTC agreement, Pakistan, Turkmenistan, and Afghanistan are interested in using the transport corridor.
  • It aims to cut the cost of freight transportation between India and Russia by around 30% and to cut the transit time from 40 days by more than half. It proposes a 7,200 km multi-mode network comprising ship, rail, and road lines.
  • The route largely comprises transporting cargo from Russia, India, Iran, and Azerbaijan.
  • It would be provided as a viable and fairer alternative to China’s Belt and Road Initiative (BRI).
  • Further, it will enhance regional connectivity.
Objective:

The objective of the corridor is to increase trade connectivity between major cities such as Mumbai, Moscow, Tehran, Baku, Astrakhan, etc.


Cloudbursts In Himachal Pradesh


Context:

Over 20 people have been killed in destruction caused by cloudbursts and flash floods in different parts of Himachal Pradesh and Uttarakhand over the last three days.

What is a Cloudburst?

  • Cloudbursts are sudden and extreme rainfall events over a limited area in a short span of time. There is no universal definition of a cloudburst.
  • The India Meteorological Department (IMD) defines a cloudburst as any event where 100 millimetres of rainfall have fallen in a span of an hour over a region that is 20-30 square kilometres in area. By this definition, 5 cm of rainfall in half an hour would also be classified as a cloudburst.

How do Cloudbursts occur?

  • A cloudburst occurs when moisture-carrying air moves up a hilly terrain, forming a vertical column of clouds known as ‘cumulonimbus’ clouds.
  • Such clouds usually cause rain, thunder and lightning. This upward motion of the clouds is known as an ‘orographic lift’.
  • These unstable clouds cause an intense rainstorm over a small area after becoming heavy enough and locked in the ridges and valleys between the hills.
  • The energy necessary for the cloudburst comes from the upward motion of air. Cloudbursts mostly occur at elevations between 1,000-2,500 metres above sea level.
  • The moisture is usually provided by a low-pressure system (usually associated with cyclonic storms in the ocean) over the Gangetic plains associated with low level winds flowing in from the east.
  • Sometimes winds flowing in from the north west also aid the occurrence of cloudbursts. The many factors that have to come together to make a cloudburst event happen make them highly unlikely.

Why do cloudbursts happen only in the mountains and hilly areas?

  • Cloudbursts do happen in plains as well, but there is a greater probability of them occurring in mountainous zones; it has to do with the terrain.
  • Cloudbursts happen when saturated clouds are unable to produce rain because of the upward movement of very warm current of air.
  • Raindrops, instead of dropping down, are carried upwards by the air current.
  • New drops are formed and existing raindrops gain in size. After a point, the raindrops become too heavy for the cloud to hold on to, and they drop down together in a quick flash.
  • Hilly terrains aid in heated air currents rising vertically upwards, thereby, increasing the probability of a cloudburst situation.
  • In addition, as pointed out earlier, cloudbursts get counted only when they result in largescale destruction of life and property, which happens mainly in mountainous regions.

Why does cloudburst cause so many deaths?

  • The rainfall itself does not result in the death of people, though sometimes, the raindrops are big enough to hurt people in a sustained downpour.
  • It is the consequences of such heavy rain, especially in the hilly terrain, that causes death and destruction.
  • Landslides, flash floods, houses and establishments getting swept away and cave-ins lead to the deaths.

Is the frequency of cloudbursts increasing?

  • There is a paucity of past data on cloudbursts; in addition, since only some of them get counted – only those that result in death and destruction – there is a problem of accuracy as well.
  • But what is very clear is that events of extreme precipitation have been on the rise in the last few decades due to global warming; it is expected, keeping in mind that trend, that cloudburst events might be on the increase as well.
  • Extreme weather events are indeed increasing in the Himalayan region.


National Automated Fingerprint Identification System (NAFIS)


Context:

The Union Home Minister has inaugurated the National Automated Fingerprint Identification System (NAFIS). In April this year, Madhya Pradesh became the first state in the country to identify a deceased person through NAFIS.

What is NAFIS?

  • It is conceptualized and managed by the National Crime Records Bureau (NCRB)  at the Central Fingerprint Bureau (CFPB) in New Delhi,
  • The project is a country-wide searchable database of crime- and criminal-related fingerprints.
  • The web-based application functions as a central information repository by consolidating fingerprint data from all states and Union Territories.
Benefits of NAFIS
  • It enables law enforcement agencies to upload, trace, and retrieve data from the database in real time on a 24×7 basis.
  • It would help in the quick and easy disposal of cases with the help of a centralised fingerprint database.

How does it work?

  • NAFIS assigns a unique 10-digit National Fingerprint Number (NFN) to each person arrested for a crime.
  • This unique ID will be used for the person’s lifetime, and different crimes registered under different FIRs will be linked to the same NFN.
  • The 2020 report states that the ID’s first two digits will be that of the state code in which the person arrested for a crime is registered, followed by a sequence number.
  • By automating the collection, storage, and matching of fingerprints, along with digitizing the records of fingerprint data, NAFIS will provide the much-needed unique identifier for every arrested person in the CCTNS (Crime and Criminal Tracking Network & Systems) database as both are connected at the backend

Is this the first time that such an automation project is being attempted?

  • Upon the recommendations of the National Police Commission in 1986, the Central Fingerprint Bureau first began to automate the fingerprint database by digitizing the existing manual records through India’s first Automated Fingerprint Identification System (AFI) in 1992, called Fingerprint Analysis & Criminal Tracing System (FACTS 1.0)
  • The latest iteration, FACTS 5.0, which was upgraded in 2007, was considered to have “outlived its shelf life”, according to a 2018 report by the NCRB and thus needed to be replaced by NAFIS.

NASA’s James Webb Space Telescope


Context:

The James Webb Space Telescope, NASA’s latest and most powerful telescope, has captured new images of our solar system’s largest planet, Jupiter, presenting it in a never before seen light. The photographs published have captured a new view of the planet, presenting in detail its massive storms, colourful auroras, faint rings and two small moons — Amalthea and Adrastea.

What is NASA’s James Webb Telescope?

  • The telescope has been in the works for years. NASA led its development with the European Space Agency (ESA) and the Canadian Space Agency.
  • It was launched aboard a rocket on December 25, 2021, and is currently at a point in space known as the Sun-Earth L2 Lagrange point, approximately 1.5 million km beyond Earth’s orbit around the Sun.
    • Lagrange Point 2 is one of the five points in the orbital plane of the Earth-Sun system.
  • Named after Italian-French mathematician Josephy-Louis Lagrange, the points are in any revolving two-body system like Earth and Sun, marking where the gravitational forces of the two large bodies cancel each other out.
  • Objects placed at these positions are relatively stable and require minimal external energy or fuel to keep themselves there, and so many instruments are positioned here.
  • L2 is a position directly behind Earth in the line joining the Sun and the Earth. It would be shielded from the Sun by the Earth as it goes around the Sun, in sync with the Earth.

What is the mission of the James Webb Space Telescope?

NASA says the James Webb Space Telescope will be “a giant leap forward in our quest to understand the Universe and our origins”, as it will examine every phase of cosmic history: from the Big Bang to the formation of galaxies, stars, and planets to the evolution of our own Solar System.

The science goals for the Webb can be grouped into four themes.

  • To look back around 13.5 billion years to see the first stars and galaxies forming out of the darkness of the early universe.
  • To compare the faintest, earliest galaxies to today’s grand spirals and understand how galaxies assemble over billions of years.
  • To see where stars and planetary systems are being born.
  • To observe the atmospheres of extrasolar planets (beyond our solar system), and perhaps find the building blocks of life elsewhere in the universe. The telescope will also study objects within our own Solar System.

How is the James Webb better than the Hubble?

  • JWST is much more powerful and has the ability to look in the infrared spectrum, which will allow it to peer through much deeper into the universe, and see-through obstructions such as gas clouds.
  • As electromagnetic waves travel for long distances, they lose energy, resulting in an increase in their wavelength. An ultraviolet wave, for example, can slowly move into the visible light spectrum and the infrared spectrum, and further weaken to microwaves or radio waves, as it loses energy.
  • Hubble was designed to look mainly into the ultraviolet and visible regions of the electromagnetic spectrum. JWST is primarily an infrared telescope, the first of its kind.
